Open-source compliance specifications for AI-assisted outbound. Versioned, citable, designed for adoption beyond AP Sales Coach itself.
Cold calling has regulations but no shared technical standards.PECR tells you what’s illegal. Ofcom publishes enforcement guidance. But nobody has written a versioned, auditable specification that an outbound operation can implement and measure itself against. That is what this hub exists to build.
The Pardoe Framework is the first entry — an eight-protocol compliance specification for B2B outbound under PECR Regulation 21 and Ofcom guidance. It covers caller identification, consent capture, recording disclosure, opt-out handling, data retention, vulnerable-contact procedures, suppression-list management, and audit-trail requirements. Each protocol maps to a specific statutory requirement so compliance officers can trace the standard back to the law it implements.
These standards are open-source and designed for adoption beyond AP Sales Coach. If you run an outbound team and want a compliance framework that’s more specific than “follow PECR” but less expensive than hiring a telecoms lawyer to write one from scratch, start with the Pardoe Framework. Planned additions include an ethical outbound protocol covering consent quality and vulnerable-customer handling, and a five-tier compliance rubric for self-assessment.
